Most of the time I stop'd by the police on my bike I say it's illegal to ride on the sidewalk and no light. They tell me I have to go in the bike lane, there are not many in the greater Los Angeles. I think they're profiling me, always look for the backpack and my pockets and my ID! But never give me a ticket if I have broken the law?

Sorry, you will not find OEM parts East in general. Cheap stores that make bicycles and their parts are stored for them. Most anything on a bike can be replaced or repaired with standard off the shelf parts available online or at bike shops.
